Ok.. my take on it is it's possible. It would seem to me that the easier thing to do would be to make a circuit board skeleton on the outside of a satellite and have that raw energy funnel into a battery for charging when it did happen. Rather than trying to spend mega money on 100% shielding.. spend what they do today on normal shielding.. but take the time to wire up something akin to a lightening rod people use on their houses (or used to anyway) and just funnel it into a battery or some mechanism to discharge it or waste that excess energy with a spinning light display or something completely useless....
